Manager of Outreach and Community Engagement

Reports to: Senior Director of Community Programs
Exemption Status: Exempt

Program Summary: The Community Programs team is dedicated to building community, hope and opportunity for youth who are experiencing homelessness or at risk of homelessness, by providing them with the resources, support, and guidance they need in order increase their self-sufficiency, health, independence, and overall well- being. Community programs participants receive engagement and support through street outreach, community engagement, and the Ignite Community Resource Hub. The Community Programs team provides participants with access to a variety of services including but not limited to case management, stabilization services, meals, transportation assistance, toiletries, other resources that focus on increased self- sufficiency, housing stability, educational opportunities, and job readiness, placement, and opportunities.

Position Summary: The Manager of Outreach and Community Engagement is responsible for supervising the Ignite Outreach team and acts as the lead thought partner and strategic partnership development leader for all Ignite’s street and community outreach efforts. This position’s leadership is intended to establish and maintain the collaborative and positive tenor of the Ignite Community Resource Hub and ensure that the Ignite Community Outreach programs align with the agency’s culture. As a program leader this position is to demonstrate an understanding of and commitment to the mission and core values of Ignite. Provide direct supervision and management to members of the Community Programs Outreach team and the Ignite Peer Educators in aspects including but not limited to interview and recruitment, professional training, scheduling, database and client file management, weekly supervision, and ongoing performance evaluations.

ESSENTIAL DUTIES

Program Oversight

Model the agency’s core values and strengthen the agency’s work culture while ensuring the efficient and effective provision of services within an atmosphere of dignity and respect in accordance with the agency’s mission.
Confirms accurate client data is collected as required to support all grant requirements. This includes but is not limited to the maintenance of documents regarding all outreach efforts, participant engagement, daily activities, resource distribution and other records in compliance with agency and external policies, procedures, and applicable licensing standards.
Follows agency policies/procedures and grant requirements for the obtainment of information and the provision of services to clients.
In consultation with the agency’s training resource, assures that the Community Programs Outreach team has access to appropriate and ongoing training, (e.g., youth engagement, working with youth at highest risk for violence and trauma, de- escalation training, trauma informed care, motivational interviewing, etc.) and completes all trainings and/or recertifications as required for their positions.
Provides program administrative oversight in areas including but not limited to
Monitors programmatic finances.
Provides input during program budgeting process to help ensure needs are addressed.
Implements programming which aligns with agency’s mission, vision, and values,
Actively monitors the program’s performance outcomes to ensure achievement of identified outcomes. Advises leadership of progress and challenges and provides solutions on how to course correct in a timely manner.
Works as part of the overall agency program team to provide support and assistance whenever needed to other programs outside of the Community Program.
Participates in the fiscal management of programs, including but not limited to contributing to the preparation of the agency budget and ongoing monitoring program budgets. Contribute to the development and management of the agency’s government contracting efforts.
Actively participates in agency wide committees to promote program alignment. These committees include but are not limited to Client Support Team meetings,Program Leadership Team meetings, Agency Leadership Team and BoardMeetings as required.
Develops, manages and implements program goals and monitors ongoing program performance in the context of identified agency outcomes and strategic planning goals.
Act as the agency representative to the community through avenues such as membership in professional organizations and/or specific community involvement.
Represent the agency in areas including but not limited to citywide homeless services planning, other community organized efforts, homeless youth collaborative agency meetings and other identified committees or working groups, as assigned.
Street and Community Outreach/Engagement

Develop, manage and oversees the agency’s outreach and engagement activities, ensuring that the Community Program team attends events, effectively engages with youth and community participants as it relates to fulfilling agency outcomes and related job duties.

Drives the Ignite Outreach van to conduct all street outreach and community engagement activities at the direction of the Senior Director of Community
Programs.

Provides appropriate youth and community engagement and intervention in all settings, (e.g., street, schools, partner agencies, agency presentations etc.). o Participates in weekly City-wide Outreach coordination meetings to determine the most appropriate locations/organizations to engage youth in need of outreach services.

Provides general advisement and appropriate intervention in both street outreach and community engagement settings.

Develops, conducts and oversees informational presentations to community partners, (e.g., police representatives, educational institutions, neighborhood and faith-based organizations, etc.).

Manages any crisis and/or emergency that may occur during, or related to, outreach and engagement, and notifies the Senior Director of Programs in a timely manner.

PROGRAM DESIGN, DEVELOPMENT AND OVERSIGHT
Assure the operation of a well-integrated continuum of care across all Ignite programming from Community Resource Hub services

Establish and maintain agency policy and protocol in all program areas by working with staff, Program Committee and senior management and executive leadership teams.

Oversee program development and planning, data-management, and program evaluation initiatives. Monitor program performance and modify program design and implementation as needed to meet planned outcomes.

Monitor agency’s participant database and system users, assure that program staff are trained on agency databases and assist program staff in troubleshooting technical concerns. Ensure participant database meets the needs of staff and agency to track data and generate reports on participant and program outcomes.

SUPERVISORY RESPONSIBILITES

Demonstrate solid leadership that aligns to the mission and values of the agency.
Hires and supervises staff to ensure:
Smooth functioning of quality service delivery.
Proper and timely documentation of service provision, staff and client activities, and progress towards goals and outcomes.
Directly supervises all Community Programs Outreach team in areas included but not limited to:
Development of Outreach and Community engagement plan which supports Ignite agency goals.
Ensures that each applicable position has an active enrollment and maintains a caseload of actively engaged program participants.
Conducts weekly staff meetings with the Community Programs team.
Manages direct reports to ensure compliance with all agency policies and procedures and provides weekly one-on-one supervision with staff members.
Monitors outreach engagement efforts, client enrollment, assessments, and coordinates service delivery accordingly.
Oversees the implementation of intervention strategies and case planning for clients.
Assures that the Community Programs Outreach team has the resources and support necessary to successfully serve clients and community based strategic partners to accomplish their job responsibilities.
Maintains regular communication with case managers and the Senior Director of Community Programs regarding complex cases and ongoing intervention strategy and evaluation.
Ensures all required forms and statistical reports are submitted on time, and accurately as assigned.
Ensure all program staff receive regularly scheduled supervision.
Provide regularly scheduled direct supervision of your direct reports
Assure relevant training for this staff is achieved and updated as required.
Utilize staff effectively to ensure satisfactory completion of all goals and responsibilities of their individual responsibilities and of the program.
Identifies staff development needs and training opportunities and provides coaching and training as required.
Ensure that all staff are appropriately cross trained to ensure proper backup and also ensure the team works collaboratively within your program as well as across the agency to achieve alignment of the agency’s mission.
Orients, trains, and manages daily tasks of interns and volunteers which are assigned to the Community Program Team.
GENERAL

Prepares and submits all required reports, forms and statistical documentation. Maintain documents regarding participants’ cooperation, daily activities and other records in compliance with agency and external policies, procedures, applicable licensing standards and grant requirements.
Valid driver’s license, a clean driving record required, must be willing and able to drive the agency vehicle when requested – following background check, MUST be insurable under the agency’s insurance coverage, otherwise disciplinary action up to and including termination will occur.
Be an active participant/member and/or assist with facilitation of following committee meetings/teams:
Program Leadership team
Client Support Team
Provides arbitration for client disagreements with staff and/or other clients.
Works with interns and volunteers and supervises intern and volunteer tasks as required.
Train and coordinate emergency on-call rotation with other staff. Act as senior on- call manager and ensure all are able to respond to crisis calls within 30 minutes and get to the site within 90 minutes to deal with crises.
Performs other duties as assigned.

Qualifications

Education and Experience:

Bachelor’s degree in Social Work or Human Services related degree equivalent preferred or HS diploma/ GED with equivalent training/experience.
Experience with supervision of staff and interns required
2 years or more of Street and Community Outreach and youth development work experience required.
Valid driver’s license, a clean driving record required, must be willing and able to drive the agency vehicle when requested, must be able to be insured under agency’s driver insurance policy.
Experience working with high risk and vulnerable young adult populations in various Chicago Communities.
knowledge, comfort and familiarity working in street and community-based settings on Chicago South and West side communities.
Some evening and weekend work hours will be required.

Physical: Must be able to climb stairs on a frequent, daily basis. May be required to occasionally lift up to 25 lbs.
